About the Author
Alexander Garvin has combined a career in urban planning and real estate with teaching, architecture, and public service. He is currently President and CEO of AGA Public Realm Strategists. Between 1996 and 2005 he was Managing Director for Planning of NYC2012, the committee to bring the Summer Olympics to New York in 2012. During 2002 2003, he was Vice President for Planning, Design and Development of the Lower Manhattan Development Corporation. Over the last 44 years he has held prominent positions in five New York City administrations, including Deputy Commissioner of Housing and City Planning Commissioner.

Garvin is Adjunct Professor of Urban Planning and Management at Yale University, where he has taught a wide range of subjects, including "Introduction to the Study of the City," which for more than 46 years has remained one of the most popular courses in Yale College. In addition, he teaches two courses in the School of Architecture, including a seminar on "Intermediate Planning and Development."

Among other honors, Garvin has received the 2012 Award of Merit from the New York Chapter of the American Institute of Architects (AIA) and the 2004 Distinguished Service Award from the New York City Chapter of the American Planning Association (APA). The first edition of The American City won the 1996 AIA Book Award in Urbanism.

Garvin is also the author of "Public Parks: The Key to Livable Communities" and "The Planning Game: Lessons from Great Cities". He earned his B.A., M.Arch., and M.U.S. from Yale University.

Like many of his Scots-Irish contemporaries on the western frontier of the early United States, Andrew Jackson grew up despising and fearing his Indian neighbors. He proved to be a formidable enemy, campaigning against the Cherokee, Creeks, Chickasaws, and other peoples, some of them former allies against England in the Revolution and the War of 1812. In doing so, he established precedents that his compatriots would follow for the rest of the 19th century.

Robert Remini, the National Book Award-winning biographer of Jackson, here turns his attention to Jackson's relations with the Indian nations of the American South. Those relations, he writes, were tempered by the racism of the day, but, as both general and president, Jackson was also unusual in enforcing rights guaranteed to those nations by treaty, even in instances when he disagreed with the terms. Despite his sense of justice, Jackson kept to his conviction that "Indians had to be shunted to one side or removed to make the land safe for white people to cultivate and settle," and during his tenure as president he pursued a policy of forced removal through which the Indian nations were relocated to the so-called Indian territories west of the Mississippi River, which in turn would be overrun only a few years later.

Though critical of Jackson's policies and actions, Remini suggests that removal saved many of the eastern Indian nations from almost certain annihilation. That view, while capably argued, is controversial, and some scholars of American Indian history are sure to take issue with it. "I want to assure the reader that it is not my intention to excuse or exonerate Andrew Jackson for the role he played in the removal of Native Americans west of the Mississippi River. My purpose is simply to explain what happened and why": so writes Remini, who won the National Book Award for his three-volume biography of the seventh president. This provocative book is sure to create controversy for scholars, the Native American community and lay historians, among others. Jackson was the president who "removed" the five "civilized" tribes from the South and forced them westward across the Mississippi River. Existing studies portray Jackson as a villain. Not so, says Remini, who examines Jackson's life to show that he was a product of his age, nothing more, nothing less. Indian tribes sided with the British during the Revolution, then repeatedly confronted the first generation of settlers who moved into the western frontier Kentucky, Tennessee, Georgia, Alabama, Mississippi. Jackson vaulted to national prominence when he bloodily crushed the British-allied Creek tribe in 1814 during the War of 1812. Then, with or without presidential approval, Southern District Commander Jackson invaded Spanish-held Florida; acting as an "Indian commissioner," he proceeded to lever indigenous people off their ancestral lands in exchange for territory farther west. The idea, Remini says, was first espoused by Thomas Jefferson and was supported by the vast majority of frontier Americans. Despite or, indeed, because of its grave, catastrophic results, Jackson's policy deserves to be judged in light of early 19th-century America, argues Remini. Many Americans today tend to lay the sole blame for the Indian removals of the 1830s on the shoulders of Andrew Jackson. Award-winning historian and Jackson biographer Remini argues that this is a very simplistic view that betrays a lack of understanding of the circumstances surrounding removal. In this book he explains what happened and why, showing that national security interests protecting the southern border from English and Spanish machinations dominated Jackson's thinking throughout his life and that he firmly believed that separating Native Americans and whites was the only way to ensure the survival of tribal cultures. It is a story of negotiations, bribery, tribal politics, and war told in all its complexity and based on a lifetime of research and study. Sharp Knife

Although Americans are prone to refer to Jackson as "Old Hickory" or, in his day, as "the Hero", the Indian tribes of his day gave him the nickname of "Sharp Knife". This nickname was based upon Jackson's unrelenting warfare against the Creek Indians, particularly at the Battle of Horseshoe Bend in 1814. Professor Remini shows in his careful and thorough study of Jackson and the Indians that the sobriquet was indeed well deserved. The book is a thorough and careful exposition of the cruelties practiced on the Indians during the Jacksonian Era culminating in their removal from their homes and their relocation west of the Mississippi River during and subsequent to Jackson's Presidency.
Remini is a master of his materials. He has written a National Book Award winning biography of Jackson together with many other works on the Jacksonian Era of our history.
After a brief introductory chapter summarizing Jackson's early years, Remini plunges into the story of Jackson's Indian wars. Prior to his Presidency, Jackson conquered the Creeks, Cherokees, Chickasaws and Seminoles in fierce no-quarter fighting. Jackson was resolute in his wish to remove the Indians from the Southeastern United States.
In addition to his leadership on the battlefield, Jackson was a participant in many treaties with the Indians in which the ceded large portions of their ancestral domain in return for small tracts of land and small sums of money. Here too, Jackson was a domineering, seemingly irresistible figure intent on opening the Southeast to the onrush of white settlement, with little regard for the effect of his actions on the Indians.
As a national hero based upon his victory at the Battle of New Orleans and his conquests of the tribes, Jackson narrowly missed the Presidency in 1824 but was elected in 1828 and 1832. He was able to implement the policy of Indian removal he had conceived in his years as a general and a treaty negotiator. He secured legislation from Congress authorizing the removal of the "Five Civilized Tribes" -- the Cherokees, Chickasaws, Creeks, Choctaws, and Seminoles -- and implemented this policy at great cost and suffering to the Tribes. It is a story all too little known today.
Jackson was a man of determination, strength, and will. He was also, in Remini's account, an American patriot. Shocking as was his treatment of the Indians, Jackson was moved by considerations of American Nationalism. In particular, he wished to protect the coastal areas of the United States from intrigue and invasion by England and France. The European powers tended to use the Indians as a means to threaten the United States.
Although he is properly critical of Jackson's cruelty, arrogance, and deceit towards the tribes, and of the horrors they underwent during the removal, Remini argues that there was no good alternative to the removal policy. If the tribes had not been removed they would have been overwhelmed by onrushing white settlement and lost entirely their tribal identity, as was the case with many northeastern tribes. Paradoxically, Jackson proved right in that the removal policy saved the southeast tribes from extinction. Of course, none of this excuses the cruelty with which the process was implemented; and Remini is far from trying to excuse it.
I came to Remini's book after reading an earlier study of Jackson and the Indians: Michael Paul Rogin's book " Fathers and Children: Andrew Jackson and the Subjugation of the American Indian." I wasn't entirely happy with the Rogin because of its hypercritical tone and because of its psychologizing. Remini's book constitutes a more thorough,thoughtful, and balanced consideration of this sad period in our history. This is a good book for those who wish to try to understand Indian policy and its role in our country's development.

Biography at its best

This is a magnificent look at Andrew Jackson's war with the Native Americans. So many biographers bury their subject and forget that most readers what to know who their subject *was*, not merely what they *did.* Remini doesn't fall into this trap. He gives the reader a well-grounded and detailed look at Andrew Jackson as a man: his foibles, passions and prejudices, as well as his extreme ambition and vacillating brilliance.
Remini strikes a beautiful balance when examining Jackson's private life and military/political life. His examination of the Trail of Tears is absolutely riveting, and he weaves Jackson in and out of the narrative with rare poise and skill. The reader can actually picture Jackson in the midst of this conflict, feel his emotions and understand the decisions he made. When a biographer can paint such a vivid picture, the reader will always be rewarded.
This is an excellent book for the entire spectrum of people interested in Jackson. Whether you are a neophyte or an established Jacksonian historian, there is much to enjoy, as well as new material. The footnotes and bibliography are excellent resources and lead to additional sources for the reader. The minute I finished this, I bought the second volume, "Andrew Jackson: The Course of American Freedom, 1822-1832," also available here. This volume is truly an outstanding book

Disappointing, especially from such a renowned scholar

Let me start with a disclaimer: Prof. Remini was both my instructor in a history course and my Master's seminar advisor when he was a visiting professor at Columbia in 1959-'60. He approved my Master's Essay; I received my M.A. that year.
While his book is, as one would expect from Prof. Remini, clearly written and well-documened, it has a fundamental flaw which leads to my low rating. Not only is Remini unpersuasive in justifying Jackson's relentless efforts to remove the Indians, but he is also internally inconsistent. He argues: "There was no way the American people would continue to allow the presence of the tribes..." yet immediately before this assertion Remini had acknowledged that removal had barely passed Congress. Why was Congress so divided? Because - according to Remini himself - the American people had pressured Congress to protect the Indians' rights.
Not only does Remini have nothing to say to shoot down his own evidence showing wide popular support for the Indians, but he also fails to even discuss why the President who was ready, even eager, to use military force to compel obedience from a rebellious South Carolina at the time of the tariff/nullification controversy would be cowed by supposed popular opposition to the Indians removal.
I've long felt that Jackson had a generally very impressive administration but that his brutality towards the Indians was his greatest flaw as President. (His support for slavery was very wrong, of course, but it was not an issue in which he played a decisive role - as he did regarding the Southeastern tribes.) I wanted to read Remini's book because I thought that he, as the pre-eminent Jacksonian scholar, might at least provide a reasoned explanation for Jackson's actions. As I've made clear, he completely failed to do so.

Which came first, the oil business or the war machine that protects it? Who started this madness, the military that consumes so much of the oil or the corporations that distribute and profit from the filthy stuff?

An answer of sorts can be found in Timothy Mitchell's book, "Carbon Democracy: Political Power in the Age of Oil."

Western oil corporations were never strong enough, Mitchell finds, to monopolize the flow or stoppage of Middle Eastern oil without major military and financial assistance. So, they began talking about their control of Middle Eastern oil as being an imperial interest. When "imperial" went out of fashion, the phrase shifted to "strategic interest."

Early in the 20th century, the Anglo Persian Oil Company discovered that its oil stank. It contained high levels of sulfur, and people wouldn't burn it for illumination. So, the oil company enlisted the British Navy, as a customer. In fact, it pretended the Navy was a major customer for a few years until it actually became one. The British empire thus developed an interest in protecting the company's control of the oil of what is now Iran, in order to fuel the new ships of the Navy -- a navy designed to protect Britain's imperial interests.

The Royal Navy had another reason for shifting to oil-burning ships, according to Mitchell. Coal miners were developing the annoying habit of going on strike, effectively flicking off the light switch on the empire and all its toys. Coal mining involved more workers than oil drilling, and the movement of the coal, once mined, was more easily blocked en route. Coal, and the ease with which it could be sabotaged, was a driver of democracy, whereas oil would be its enemy.

Mitchell also describes British support for the Zionist settlement of Palestine in the 1920s as motivated by a desire to create a population in need of protection, protection that would involve controlling the flow of oil from Iran to the Mediterranean. Well, ... that and a population to serve as protectors of the pipeline. In 1936-1939 the British created a force of armed Jewish settlers to guard the Haifa-Lydda railway line -- a force that would form the nucleus of the army that seized control of Palestine in 1948.

Also in 1920 Winston Churchill proposed winning hearts and minds in what is now Iraq by bombing the place, to which the British secretary of state for war objected thus: "If the Arab population realize that the peaceful control of Mesopotamia ultimately depends on our intention of bombing women and children, I am very doubtful if we shall gain the acquiescence of the fathers and husbands." Such logic would no more stop Winston Churchill than it would Barack Obama.

Come the second world war, and it was the turn of U.S. oil companies to win subsidies from their government to develop production in the Middle East ... to meet the needs of the U.S. military, which in turn would end up viewing the bulk of its needs as consisting of wars to control that oil whenever CIA coups wouldn't do the trick. Immediately after the 1945 talks at Yalta, the United States wanted to move forces from Europe to the Pacific, and to refuel planes in the Middle East. That need motivated President Roosevelt to meet with Ibn Saud. The agreement with Saudi Arabia regarding its oil followed. By the time a U.S. air base was built in Saudi Arabia, the Pacific war was over. But the oil companies had learned that for them every advantage lay in talking about their work as if it were somehow in the "strategic interest" of the United States.

Next came the giving and selling of mountains of weapons to the dictators of the Middle East, also justified as "strategic." The real explanation for the dramatic rise in such sales in the 1960s, according to Mitchell, was that the oil-rich dictators had more money than they could spend on anything else. They might have invested in improving the lives of the people of their nations, of course, but much of that spending would have flowed to third nations. With weapons, the United States could remain the sole provider, or at least try to. It could also enrich its weapons companies. Oil companies actually opposed selling weapons to Iran and argued for ceasing to back Israeli settlements. But weapons companies won out every time.

To the extent that the oil companies started the cycle of killing people with war in order to kill the planet with oil, they did so through the power of connections (even if fictional) to weapons sales. The British Navy drove the demand for Western dominance of the world's oil supply, just as the U.S. military today consumes vast quantities of the oil it fights its wars over.

In fact, if we go back before history, and ask the question of which came first, wars or the weapons with which to fight them, the answer is fairly clear. The weapons came first. They were developed for fighting lions and bears. They were turned against humans when the lions and bears had been effectively reduced or eliminated. Intense agriculture, used to feed the warriors who would not feed themselves, and to provide them with their weapons, served the purpose later served by oil extraction.

It was the military that came first. It is always the military that comes first. And it is the military that pushes relentlessly to own the last word as well.

Economics meets ecology, or, The mess we're in

Don't fancy a whole book on economics? Me neither - this may be the solution. Strange that no-one has thought to review this, which seems to my inexpert eye to map out pretty lucidly (footnotes helpfully integrated with text) how we got where we are now, from pre-industrial to coal to 'the economy' to the present enmeshing of oil in everything. We know about the imperialist mindset (Mitchell's background in colonial Egypt informs the earlier part of the text) but Woodrow Wilson doesn't come out of it that well either. By choosing to combine against each other rather than giving the producing countries independence while keeping production of crucial raw materials under international control (paternalism without nationalism? I guess it was always a non-starter) the Powers eviscerated the nascent League of Nations, then the economists got in on the act (Ch 5) and now heaven help us. As an economics virgin who had never heard of America's 'greatest economist' (p132), let alone ordoliberalism, I found it absolutely fascinating. This is all our histories. Please, Amazonian biomass, am I right?

No more romantic notions of our goodness

We like the image of our country in Harold Evans' The American Century, a noble, unselfish people who want the best for all the world. It's no coincidence that Evans' book was released before the Supreme Court appointed a war criminal president. We have no illusions now, but there was a time about 70 years ago when the U.S. saved civilization, and we yearn for the admiration and love that our parents earned and for our lost innocence. Sadly, we see in this excellent essay/book that our goodness is deeply tarnished by a use of military and political force for the benefit of Standard Oil and other robber barrons for at least 100 years.

Alas, our indifference to the suffering we inflict on brown people in distant lands is not a 21st century phenomenon.
